Tf2 how does the dead ringer work

One of my friends apparently survived getting hit by the train on Well, thanks to the Dead Ringer. This does sound over powered, invincibility and only two seconds til you can do it again.

The Dead Ringer allows you to feign your death and in my opinion has even more potential after the patch as long as you're smart about your health.
